any damage counts. It's a percentage of damage. Dont hold me to it but i believe its 20% of the strap width. But remember they will add up damage across the strap. The longest fray or cut on the left side, and in the middle, plus the damage on the right side.
Edit: to clarify, like johndeere said, they take the longest in each section of strap and add together. 10 different 1/4 cuts on the left side input counts as 1/4 inch damage.

I have ran my straps all outside from day one. I run locally here in SoCal and run all the scales here, Cajón, Rainbow, Banning, Castiac, Tehachapi, did I miss any?,,,, and not one scale has ever said, mentioned or written me up for running my straps outside the rub rail.
