Generally anyone who cuts a powerpole gets billed all of the costs for a new one. It was about a cool 5000 dollars per pole in my time when I worked with the gas company on the truck crews replacing them decades ago.

Lines shouldn't be that low. But there are some scrape marks on the side of the pole. if they hit the pole and that caused the lines to come down it's a different deal...
