    They have ramped up inspections and added staffing to do that. Many states are laser focused on this issue, because they've seen enough of the carnage.
    Simple, it's called Investigating the issuance of those fraudulent CDLs and tracing them back to the point of issuance. I'm sure the perps squeel loud when they realize they are caught and give up the schools as well.

    My son was pulled in on I10 in Texas and was checked at a random check point, so, yeah, they are checking everyone. No one could bypass that checkpoint and there were over a dozen trucks sitting without drivers. It is happening and it is going to be everyone for a while.

    Huh? Driver's without a CDL is the 4th most common violation according to the FMCSA, right behind lights and ELD violations. And of course that does not include driver's that have fraudulent CDLS.

    No official wants to find out how many bribed examiners and fraudulent CDL schools there are. The system is set up so immigrants can cheat the system:

    First, most states and the federal government, allow the prospective CDL driver to take the exam in a multitude of different foreign languages. Increasing the likely hood of cheating.

    Then they force every CDL driver to take some form of independent CDL school. These schools are often just money laundering schemes that direct the prospective driver to an 'independent tester' that is sympathetic to their situation. There is almost no oversight for these independent testers, and the states want it that way; that way they can pass more unfit drivers without scrutiny.

    What Is difference between a CDL school and CDL mill? From what I can see, and I have worked a Mega training company, most all CDL schools are so inadequate they need to be called a joke. Governing independent CDL schools is like herding cats. No state has the money for that.

    The only thing that would be effective is governing CDL testing better. Remove the foreign language option. Get rid of independent testers.

    How about checking immigration status before handing out the CDL? That is where it should be done.

    It's actually number 24. In driver only it is number 4, which is higher than I expected. That is until I looked closer at the numbers. During road check this year there were 50,000 odd inspections. 810 didn't have a cdl and 170 had a suspended one. Call it 1 out of 50. If that ratio holds true Indiana would have needed to inspect 7,500 trucks, or about 15% of all inspections ytd, all within 30-45 days. Statewide, I could buy that, but not in just NW Indiana, particularly when the entire state has recorded 558 violations for driving without a CDL so far this year. 40 cmv drivers without a valid cdl is believable, all of them being immigrants less so, all of them being illegal is a bit far fetched, 140 illegal immigrants driving cmvs in is incredulous. Unless we start getting expanse with definitions.

    I agree that no official wants to find corruption in their departments and most will go out of their way to avoid looking for it. It's why outside auditors are important. ELDT was supposed to have an accreditation system overseen by FMCSA. Due to budget constraints (see the 2017-2020 FMCSA budget), that was never really created and there is almost no oversight. Even once FMCSA got more funding, their response to reports of ELDT providers skirting the regulations was "sorry, we don't have the budget". That was before the most recent cut to FMCSA's budget.

    I've said it before and I'll repeat it now. ELDT only serves to increase the cost of getting a CDL, it does nothing to ensure basic comprehension let alone competency. If every ELDT provider had to follow PTDI curriculum, that would improve things. Tying examiner's records to the people they pass would be better. If an examiner has a high number of OOS, then they need a talking to/retraining. If there are ELP violations then the examiner needs their credentials revoked. We need more investigatory audits of carriers - not just "please send us this info for review", but onsite visits and interviews with drivers. But again, that's not whats happening or being discussed.

    If the claims being made are valid, DHS should have no problem providing clarifying details - but they haven't been. In the few instances where we do get more information, it turns out that the press release could best be categorized as misleading - such as claiming that persons arrested in Kentucky and Indianapolis were being harbored by Chicago.

    This is a problem with Operation Midway?

    Francisco Tziquin has absolutely NOTHING to do with Operation Midway - except for one thing. He was mentioned in a written statement touting the early success of Operation Midway. That statement has since been removed from DHS website. This is one of the few times a list of arrestees was provided, and at least 3 of 13 had nothing to do with Chicago. So how many others have been arrested outside of Chicago but counted towards Operation Midway's totals?
