If it's done all the time i bet its perfectly legal. Stands out way to much to sneak that by the dot.

I ran them that way plenty when I was at leavitts. Permits in some states actually specified trailer in float position. Perfectly legal, perfectly safe if done correctly. No different than running a pole dolly.
@kylefitzy , definitely not a leavitts truck. We never pulled step decks.
