    Frame angled up plus leveling valve being on the rear axle means the fifth wheel height can be changed.

    Well, the center of the tandem, or the axle itself if it’s a single screw, is a fulcrum point. The fifth wheel if slid forward of that point will itself be raised by lifting the steer off the ground. The further forward the fifth wheel is slid, the greater the raising effect that lift will have, most notably on a tractor set up to pull a tanker.

    The only way I can figure something like that coming into play here though would be for a short box on a long triaxle chassis. I’m thinking the bridge that @Swine hauler described would have to be mismarked as well.

    older 80's era Autocar. He had the steer axle off the ground by 2' or better.
