Years ago, I had hazmat on my license. I dropped it at renewal time because I didn't want to mess with the hassle. Here's my situation. I know from memory (unless they changed it) up to a certain weight no placard required. I turned down a load because the load was BBQ lighter fluid. Something along the lines of around 1700 bottles of it. Lighter fluid wouldn't it fall under class III, but was I wrong for refusing it?
To placard or not to placard

Well, you know it depends on weight, but you didn't tell us what the weight is.
(1700 Bottles x ?Oz/Bottle)/16 = Total Lbs.
Total Lbs > 1001 Lbs = Placard
Total Lbs < 1001 Lbs = No Placard
So if each bottle had 9.4 Oz or less you'd be OK. Else you would have needed placards and a hazmat endorsement on your license.
Note that you still have to have the periodic general hazmat training to haul any hazmat.Dave_in_AZ Thanks this. -
They had the bills printed out. If I read it correctly, 21 pallets(I don't know how many per pallet) of boxes with 12 32oz bottles per box.

I mean, I looked the bol over, saw the number of pallets, I guess what caught my eye was it said a net weight of a bit under 37k for the load.

Definitely placarded load........ but I’m a nit wit.... -
No bulk placards unless the individual containers are over 119 gallons.
