Trailer Interchange and Contingent Cargo?

Good evening! any carriers that mainly rely independent contractors mind sharing how they go about making sure this is on every truck? it seems a little risky to leave it in the hands of the IC to maintain both TIC and CC to ensure the shippers insurance requirements are met in the event of a total loss. If the shipper requires both and the IC has either one or the other I'm assuming either or if not both costs are passed on to the carrier that has the direct contract with shipper correct? one load could put a new carrier out of business in the event of a total loss..

Are there any companies you would recommend that offers decent rates for a blanket policy?
