    I must have missed something, it's kind off odd but not sure what the plastic tie wrap has to do with faulty brakes.

    I'm assuming he had a leaking line and tried to fix it with plastic grocery bags and zip ties. You can see a black zip tie sticking out of the plastic bag.

    Nothing apparently wrong with it. Unless the two lines were worn through and one was leaking and the bag was to hide it, or flag it so the mechanic could find it when he got back to the shop. But I think the plastic would just magnify the sound if it was leaking.

    You need air to release the brakes. Not to set the brakes. We dump the air pressure to set the brakes. That plastic bag is a joke for a fix. I agree with above. Something else was wrong and the officer has no idea how our brakes work.

    I've heard other people saying it was to keep the hoses from chafing: I don't think that's the case, it looks like he actually pulled the service line towards the supply line and tied them together for some reason(?)
    I labeled a blowup of the picture: does it look like someone zipped a "patch" of some unknown material in there before putting the plastic over it? And there's a second green zip tie, I can't tell what it's doing..?

    That's true for the spring brakes...air pressure releases them, and the lack of air pressure allows the spring to apply them. Service brakes are the opposite, though, applied with air pressure and released when the air pressure is dumped.
