As Tennessee has proven you can't trust cops when it comes to impaired driving, and this also applies to everywhere. Unless there is absolute probable cause, which in some cases might just be a medical emergency, I can see this technique being abused to no end.

Yeah they've got a bad habit of arresting sober drivers here in Tennessee. Happened to a retired law enforcement officer in our community. He was actually having a medical emergency and was sober.
