Nearly.
There are still limits on certain things but the effects are small.
Spain ,Portugal and Italy have local hotspots which require action.

no longer attractive in most of EU. germany put limit on 42t (35t on 4axle), you can't drive during day even without trailer, you need special long neck on trailer. most of heavy haulage will start/end or pass trough germany. my friend drive one in germany with 8axle trailer, grossweight 304k lbs, 8x4 +9axle trailer would be 315k lbs. his combination make a lot of sense in austria because trailers over 8axle are limited in speed.
this trucks are great for traction when you lift 2 and 5th axle and put some extra weight trough trailer neck you never have problems with this. this truck got too low fifthwheel for most jobs.
