Turbo help needed

    I have a 12.7 ddec 5 60 series. Code p103 and s147. Check engine light came on while trailer was empty pulling a mountain. It went off after a few minutes and then came on and off intermittently before being on constantly while the engine is pulling. I hear air release after releasing accelerator to switch gears. I noticed the truck isn’t blowing black smoke like it was so I think it’s running a bit leaner but I still have decent power though I think it is slightly less. Does anyone have experience with this and could tell me what to check? I bought a new actuator but the mechanic thought the actuator was working and i don’t want to install a new one if this is not going to help

    "the mechanic thought the actuator was working" Based on what?

    Code p103 and s147. - Search
    It’s common for both codes to set together because the ECU uses the boost sensor (P103) to monitor the VPOD’s (S147) operation. If the VPOD is faulty, the boost sensor will detect abnormal pressure changes, triggering both faults.

    Diagnose code S147 first

    He said he could hear the turbo whistling. I am not a good mechanic but I was wondering couldn’t the actuator be working partially to allow the turbo to spin but not at desired specs?
