Turbo Issue Maybe C15 acert?

I have a Cat C15 acert was replacing the radiator the other day, took the CAC off and the Boots were dirty on the inside it was brownish color. I replace Engine air filter every 24k Miles. The turbos are Original they have over million miles on them.
