Empty on a bridge and high winds. There were no witnesses so who knows. Could of been another vehicle involved that didn't stop

I would imagine that portion of the toll road would be under surveillance,especially since a portion of the South Shore Line runs parallel next to it between East Chicago and Gary. If it is they’re probably reviewing the video.
