On about 80 percent of the loads I call on they're set on the price with no negotiating. Is this normal?

If you're calling them, 80% sounds right.

It's July, typically a slow month. I have noticed the rates have dropped off too. Cheap loads are flying off the board.

I plan to take time off during the slow periods. I refuse to haul cheap freight..

All I get from posting my truck is utter crap. I do it anyway but it's not proving very fruitful.

I've seen rates fall slightly but open deck is still very busy from my experience on the loadboard.

Yeah I switch back and forth between my flat and van, whichever is paying. If neither are paying, I will take time off.

It is July, many plants close for vacations, including the auto makers.
That puts a lot of extra trucks in the market for freight, happens every year.

$15 at Staples to print business cards out. Start handing out to shippers and receivers. Loadboards are leftovers.

If their confidence is high they can get it covered for that rate why negotiate?

Those brokers have to have motivation to negotiate.

In general the US population is inexperienced/Terrified of negotiating almost a foreign concept to the general population.

Blows my mind they're getting those loads covered for well below market rate.

It's tempting but I did agree to not back-solicit when I signed their carrier packets. Now, if they break their end of the deal then it's on.
