    It turned into litter unintentionally-and it still belonged to Uncle Sam!
    Just because you see something on the ground doesn’t mean you should pick it up!
    Or..
    Don’t steal from the government, they hate the competition! LOL

    It was an intentional spill, likely due to a disgruntled employee.
    The money would be contained in the truck, not just $400,000,000 loose. And doors of an armored truck don't just pop open while driving down the freeway. Someone made sure it was all loose, and opened the doors on purpose. I dated an armored truck employee, and he told me all about the rules, also showed me the trucks, and i was in the back of one. Those doors are secure, and there isn't loose cash, its all bagged, in tough bags, that even if a bag did fall out somehow, it would not break open.
