Looks like Lumper "Insurance". Lumpers sometimes need to pay "insurance" to be allowed to unload trucks at some places.

How do they get the stickers to a truck before it gets to town? Do the police have checkpoints at every possible entrance to the city? If you don't have a sticker on your truck when you arrive in the city, does the city jail have the capacity to hold all the truck driver's without sticker's? Do you have to have a sticker on your truck if you are just passing through?
Many unanswered questions and possibly a case for restraint of trade. -
"for the privilege of using the public ways" this is intended for the trucks to pay $$$ like a business license. But how do the trucks get the permit ? I suppose they stop at city hall on the way in to town. Then get a decal and stick it on. But I must say, sounds like "hee haw" mentality. Which goes good for Kentucky !

It says you have to pay for the priviledge of using public roads to get to the delivery.
Sooooo, then is it free if I just off-road it through the city? When they ask why you drove through countless residential yards, you tell them that it is illegal for you to drive on the roads because you don't have the permit, so you had to do what you had to do! -

My cousin wants to move to Kentucky. I considered some property there until I found out state income tax is 6%.
So that'd be an extra 5 grand a year for the privilege of living in Kentucky.
