You would buy the tax obligation from the county & the owner would now owe that to you with obligatory interest rate for your "investment ".

If not paid to you in certain amount of time, you could then proceed to foreclose on property to take over ownership/possession.

County gets their money now, while you get interest over time or gain property (with all encombrances) for your risk.

You are probably looking more for tax foreclosure sales. Actual home sales.

Your county will publish lists periodically of these sales, should be online also. May also be able to get on a notification list.

The title abstract was mentioned because all properties are purchased with whatever encombrances that exist to that property . I.E. liens, covenants, restrictions, whether it has mineral/water rights or not, right aways, etc.

Same thing would apply if you gained possession from foreclosure yourself on a tax lien you bought.

If you know anyone involved with the title business, they would be a great help on this part.

You can also get on lists with banks for their own sales of repossessed foreclosures.
