Opinion is, if you accept their contract (load, rate sheet, etc) you need to abide by it. A cheap phone from walmart ($50) and a pre-paid plan may be your best option if you don't want to use your personal cell. Since its 100% for the truck, it's also 100% deductible, which helps lower the price a bit more.

If you are a company driver, tell them to shove it unless the company provides the tracking device....

I'm a company driver... When ever the broker sends me a request to install an app I just delete the request... When they ask, I tell them "I dont do apps... You can call me between X time and Y time, or I can call you when I am able." Not had an issue as of yet.

As a broker, we require carriers to do at least one of the following:
    1) use TruckerTools or MacroPoint apps on the driver's smart phone
    2) provide a tracking portal on a website
    3) maintain a 24-hour phone number for tracking - if only this option, they don't haul for us again if there is even one failure, EDIT: unless they agree to either 1 or 2.

Why can't brokers call the shipper and receivers to make sure the shipment is ready to load and unload?? I'm sure the answer will be yes we do that, but the real answer is no your more worried about the truck than getting the information on the shipment and delivery.

Need to get an app to follow them

I hear you. Most of the freight I work with is by-appointment live load so that is all pre-arranged. WHen things don't go smoothly, I'm religious about getting drivers paid on detention past 2 hours, but I know 2 hours is still a hit on HOS. I would think using an app that records in/out times to avoid getting called all the time would be preferable, but I do see resistance to agreeing to get pinged en route. That's one reason I've been lurking here, to get the driver perspective.

I edited post for clarity - if something happens and we're not informed of delays, then we would still load a carrier but would need to have either 1 or 2 put into place.
