This car driver wasn't paying attention. The dash cam car saw it, and gave the other car an out but they were clueless. I've seen single truck tires rolling and bouncing west in eastbound interstate roads, bounce up and into truck windshields. Crap happens out here and you have to be alert for anything and everything.
