I have a freightliner cascadia dd15 engine, and so when the weather is cold outside it starts to emit white smoke and refuses to accelerate, but after awhile it stops when I increase the speed. But if I lower my velocity to about 25 mph, it starts to emit white smoke again. Why is this? If this has happened to anyone else, what did you do to fix the issue?

Best guess is the engine is still warning up the fuel, plus condensation from the hot exhaust hitting cold air, unless it's doing it all the time it's not an issue -
After awhile when the truck is running, it starts to choke and lose power. It starts up in cold weather just fine, its just after some time it starts to choke. I took the truck to Petro and ran a diagnostic, but nothing came up.

It'll be hard to nail down if it's not throwing codes. We've exhausted my knowledge
