I'm delivering to Miami tomorrow and also taking a 34 there, and noticed truck stops/parking is scarce in the area. Miami isn't the first city I've had to play the parking game with, but it got me wondering, why do the big chains refuse to build in the major cities?

Price of land
Many drivers don't spend much in the store, and the fuel for the most part is heavily discounted to their biggest carriers, again reducing profit
The general public views us as everything negative and think truck stops only bring crime to the area, and do not give a rats ### that we need legal parking and are quick to crucify whenever one of us screws up

At $2-3 hundred a square foot for land there it may be awhile waiting for a truck stop there

Both the price of land and the NIMBY crowd.
The first is likely the main cause. 60 miles from a major city the price of land is 1/10 or less than the price in a major city.
The second is they would have to get approved, and even then hope in 5 years there is not an effort of the citizens of the area to rezone it so it's impossible to actually stay in business. Loves tried tho put in one around here, and one of the news articles said it costs Loves 750,000 to do environmental studies and public awareness campaign to even allow the truck stop to exist. After all that expense, they still were not allowed thinks to NIMBY -
Just a thought...There are 3 Pilots in the Miami area...one really tiny..and another brand.
Possibly you could reserve a spot if they have one available?
