As far as bulk products. most of the time the outage is because some idiot thinks they have retain that will affect there next load, If there is not a clean out required and paid for, then I load on top of it, I do not ever dump it on the ground for someone else to deal with, If I see a driver doing I take picture and send them to CHP or the approate agency. I live here in the desert where dumping runs wild, and do not take it lightly. I have a section of my property were I let a few drivers I know clean out, but only sand, rock ot diatamous earth. used to let let dump top soil but that got oput of hand real fast. -
I will stop when in my Pickup, and shovel up sand and gravel off the shoulder, because leaving it makes all look like pigs.
