    Profile pictures are limited to 200 x 200 pixels or 64kb, which ever is smaller.

    That picture is 300 x 187.

    One can edit the picture in Paint and resize or crop it down to the correct size and then save it as a JPeg file.

    That particular picture I would of cropped down to 200 x 187.

    Its only 10kb, so it uploaded and saved fine. Since the files size was small enough the system will take the larger proportion.
