I worked for a private security company years ago. We were temporarily contracted to a private company for several months. They were charged around a hundred dollars per hour. It covered all expenses for the employees, administrative costs, and equipment. This security company guards were all ex police and military. We were also armed so it wasn’t the same as mall walkers. The cost for administrative work an Benifits is about 50 percent of what they paid us. For example if my wages were 20 an hr then the admin fee would be 10 for a total of 30 an hour. Our contract was about 40 percent wages and 60 percent admin. They had to pay lodging, meals, and travel expenses for all of our employees

They are not allowed to pay people 1099 because you can’t refuse work.

    Sure you can.

These places have been operating like that for probably the last 30 years.

None of the temp agencies that I have knowledge of here in Hampton Roads pay via 1099. Very few of them use CDL drivers. They pay per hour based on the job.
