Just and FYI, ive been on email chains to DAT that make a college thesis paper look small. I know FBI has been notified but dont have the time so they say. Maybe since these dudes are all criminals in other countries Interpol woould be the right folks?
I heard the FMCSA is going to (or maybe already has) stopped accepting paper MCS150s, which should help with these shenanings.
Just an idea, but a friend of mine runs Omnitracs and has the Macropoint and Fourkites setup on the Omnitracs VLV-so companies that are partnered with Omnitracs are able to see his truck location. It clearly demonstrates that he is where he says he is and in the vicinity of the load. The truck being tracked automatically takes out the possibility of someone pretending to be on site. Add in photos, ID and the tracking to shipper, makes at least the carrier equation less of the issue. Just a thought.

This exact thing almost happened to me today. Fortunately the reputable carrier who had boked the load with the scammer using Sweet Logistics as his front did his due diligence and informed myself and Sweet what was happening. Ended up booking the good carrier that was about to be scammed and everyone came out unscathed fortunately.
