You seem dead set on the 10k. But I'd work with what you have. That 2000 is a solid antenna, just get that top piece grounded. And chances are you will need to shorten the whip once you get the ground issue worked out so that would prevent the whip getting ripped off again.

No the comp is not available anywhere with the 27" shaft...I think the 22" is the tallest... but you can order a 27" shaft and just swap out the shafts... Reason the Comp and dual coil 10K's are not available with the 27" shaft, is since there's more turns in the coil, the antenna catch's more wind and puts more stress on the bottom of the antenna where the mounting stud is at, and could cause it to break. (not the stud, but the bottom of the shaft)
Jerry cash machine shop can make them. Check Bobs cb shop to see what shafts he has available. I he doesn't have what you need, Jerry Cash can make it for you if Kale Cavel won't make it.
Google predator 10k and you should find a place..Depending where you are is where you wanna buy.... Might be cheaper to run what you have but have a shaft made..The 10k is also modular to meaning you can buy invidual parts of you break something... If your stuck on the 10 k.. They make a 22 inch shaft for the Wilson antennas now...I just bought one for about 20 bucks... Made a world of difference on my Wilson 2000... Looking at your setup that should get the coil just above the roof line. 19.99 and free shipping from Effingham radio on Ebay.
