Does this mean we are allowed to run paper logs with 99 motor even if its a newer model?

I can give the OP a quick run down what he can expect if he posts his current issue on that site. He will be called countless names, cussed @ multiple times, but ultimately will be told to return engine to stock and have tuning done by a trusted member on the site that can do it correctly (they do know how to tune one properly). Overhaul with Cummins OEM new parts only and cut counterbore @ topend of spec if not 0.001 over (you reckon they will start seeping oil a rear drain like a Cat does when set @ very top of spec?) If he disagrees at all he will kicked off the site.
Parts wise, I think it is a wash between a C-15 vs ISX. Cat would have more parts options aftermarket. With the ISX15 the HP fuel pump is always that ticking time bomb.

It’s illegal to alter the emissions of a truck. There is sticker on your door frame that states it’s compliant for whatever emission year it was built. By putting an older engine in that truck you have altered the emissions. The only loop hole is to buy a new truck without an engine. (Glider)

Will the vin show it was a emission truck?

The vin on a glider is completely different than a truck with an engine. Someone who knows what they are looking at can tell. Or at least gliders were completely different. The last one I had was an ‘89. It was only a six digit vin. If someone runs your current vin it will tell them what it was built with. If you run Cali a lot I wouldn’t do this.
