It actually makes sense. Cash is restricted because of the handling. Much of it is subject to being found missing. Com checks require special handling. Irs is not setup for the two step process. If a personal check bounces, they have ways of collecting it directly.

You should be on an IRS audit when there is cash around. It makes the government employee nervous, because of the strict policies they have.
