I think the farthest you'll get. Is PENDING. Meaning it's waiting for insurance or it cancels out. Otherwise, Everybody and their dogs would be doing it. And the gooberment would be swamped with dead numbers.
It won't do any good. MC# is not wine. The maturity starts when the MC#/DOT# becomes active; for that you need insurance in effect. Perhaps it works different when you buy an active MC# from someone else...in which case I can offer mine - 3 year old - for $99 999.99 The very effect of its age on being able to set up with brokers is minimal, anyway.
Call insurance companies and see for yourself. They may have something where you have insurance but the truck is parked. Sort of like if you had an injury and couldn’t drive. But, yes insurance is required for your mc to go active and start aging. It’ll cost you some money tho.
You insurance has to be active. I did however keep mine active for several years by just having non trucking liability on one truck when I quit using it.
Why do you want to let it mature? A one-year authority won’t matter much versus a new one. There are plenty of brokerage companies that will let you pull their loads.
