ok, take the 60/7 as an example. is the 60 max "on duty time" or "driving time"? so once i hit 60 hours "on duty" is my week done and need a reset? thanks
It is a combination of both, kind of. After 60 hrs, you can't drive until you either get a reset, or you get some hrs back via recapping. HOWEVER...... you CAN go past 60 hrs as long as it is on duty NOT driving. See what I mean by "kind of"?

the govt doesnt care about you working, onduty they only care about you driving a CMV after your 60hrs you can work 100hrs straight, but you cannot drive after you have worked 60hrs
No need to be sorry or feel like your being dense. HOS can be pretty confusing when your 1st starting out. Most starter companies will have elogs, and that will help you from making any major mistakes.

They are not just driving hours. They are a combination of both "on duty" and "driving" hours. Example: if you drove for 8 hours and was on duty for 2 hours you have used 10 hours out of your 60. Recap is simple, grab your log book. Count current day as 1 then count back 8 days. The hours you used on that 8th day can be added to your current HOS total. Edit: my mistake. You are on 60/7 so your recap would be current day plus last 7 days. Hours used on the 7th day can be added to your current HOS total.
