Okay, I'll take a shot. It's not much different from any other map, but you'll notice that some routes are highlighted. Basically, what that means is that trucks and trailers wider than 102", and trailers longer than 48' are required to use those routes, with the exception of local deliveries and other business that is. The red dots are weigh stations, but don't assume those to be always correct. North=up, east=right, south=down, west=left, what else do you need to know?
Wider than 102" will require a permit. I believe you meant to say "wider than 96"... Otherwise, you pretty well summed up the map reading. There is some other useful information, like restricted routes, jurisdiction contact information, and, city to city distances, but that's not map reading.
