What are the laws concerning independent opperators who are leasing...with concerns to being able to turn up or over ride the speed limiter?

First are you talking about the company your leased to or the proposed federal regulations? If it's the company that would depend on your lease and what you agreed to.

There currently are no laws concerning speed limiters in the U.S. So you can have a truck with no governor other the floor of the truck. But like Sharky88 said, a company can require you to govern your truck as part of the contract. In that case, your only option would be to break the lease and go somewhere that doesn't require that. If you are "lease purchasing" a truck from a carrier, they are going to stipulate a set speed. All the lease purchase companies I'm aware of govern their trucks. Nothing you can do except search for a lease situation with more appealing terms written into it.
