The bar was probably padding the bill. I've seen that happen in China in tea shops. You're paying by the ounce, not the cup/glass full. It's illegal, but happens.

 

There's a scam in tourist spots where you go into a nightclub and they charge you an exorbitant amount for drinks. Of course, they don't tell you this beforehand. If you object to paying, that's when things get ugly.
