2005 KW T600 - No 12V from diagnostic port, two dead cigarette lighter outlets

    Can anyone tell me if there is a second fuse box in these trucks, or maybe what could be causing the power from the diagnostic port and two cigarette lighter outlets to stop working? Buddy of mine is having issues out on the road, hit a hard bump and his truck went haywire resulting in his ELD not working from loss of 12V out the diagnostic port and he mentioned the two cigarette lighter ports died as well. Truck seems to be driving fine but he's out on the road so I can't check and am going to try to relay him the info.

    In fuse panel by clutch pedal. 10 amp fuse. Think it is labeled "diag" if memory serves me right.
