So now it's a crime to shoot a decoy? What's next, paper targets? Only "crimes" committed were shooting from the vehicle, and maybe vandalism since he didn't own the decoy.
If you shot at decoy across a roadway, from a vehicle or at night using spot lights ( Thermal sights for rifles are now in good use. None of that spotlight crap...) that's the crime. The thermal sight for me would tell me that's a decoy no heat output or too concentrated from a heater inside) Shooting at a decoy itself is not a crime it's the overall situation when and where you pulled the trigger from. We have people who will do things in life regardless of laws. You can and do make 10,000 laws not to do something. But they still go do it. Make me a little savage going back say 5000 years ago and chop off those hands so you cannot hold or shoot a rifle or steal anything worth a #### after. If it's a hardship, you can pay for caregivers to be your hands at 20 dollars a hour. /snark. I myself have to be very careful in Arkansas. We are surrounded by fish and game. My CHL presents a defense from prosecution provided I have a 5 inch barrel which is a minimum legal lengh for deer hunting if necessary. (And a license, bright orange scary stuff and educating and so on..)
