Asked if driving out of state or not

    My buddy went to get his CDL permit, and at one point at the BMV, they asked him if he would be driving out of state or not? He asked me about it, and I couldnt give him an honest answer. I have no idea why they asked him this.

    And yes, he is over 21. I know you have to be 21 to drive interstate. Any ideas here? Im stumped.
