Virginia seems to be a pain in the ### when it comes to the DMV. My brother had issues when he registered his car. Virginia wanted to charge him sales tax because the loan paperwork he had didn't show that he payed sales tax. He had originally financed the car with VW Credit then refinanced through USAA. He had to call the VW dealer in New Mexico where he purchased his Jetta to fax the copy of the original sales sheet to prove he did indeed pay sales tax on the car. Was a two day ordeal. Hope you get it worked out.
Yes, there used to be a program between the northern states and provinces, I don't know if it still is in works. The state of Virginia do not border any province in Canada so you are out of luck as far as switching over from Ontario to Virginia. You would have to check the state or province to see if the program is still working or not. I know when I came to Ontario I was told that no such program existed, but it did, it is buried very deep into the rules and regulations and very few front desk clerks knows about them. My suggestion for anybody wanting to do an exchange is to go deep into the rules and regulations yourself and show the clerk where and what it says, then you might have a chance to make the exchange as easy as it can be done. Most states and provinces accepts your old license for 60 - 90 days after you have made your move, you do not have to do it the next day after moving in to your new place. Most trucking companies will accept your old license with the understanding you will get your local license as soon as possible, that happened to me when I was looking for a new job in Ontario.
