I was told somewhere that you get charged a penalty or something if you fuel at regular gas stations rather than at a truck stop with big receipts. Anyone got info on this??

That is INCORRECT, You may fuel anywhere your heart contends, Just make sure your receipt shows the gallons purchased for IFTA purposes, if it does not show gallons,Write them on the receipt before you leave

    That's news to me.

Are you sure you're not referring to the larger fleets requiring this due to who they have their accounts with?

Fuel anywhere you like as long as it's not marked off-road diesel. Local mom & pop here has both side by side,so just pay attention. Gallons and city and state is all I need on receipt.

Yes it matters, IN ARIZONA! The tax rates are different for Diesel if you use in a car or vehicle under 18,000 lbs, .18 or a vehicle over 18,000 lbs .26 per gallon tax. Check the sticker on the pump, it explains it. Now first of all if you are charged for the IFTA fuel tax, take the pump price and deduct the state fuel tax, that is the cost of the fuel...... Get a list of the tax rates per state. It makes a difference! Fuel might look more expensive in ILL and CA, but because the tax rate is large, the fuel is actually cheaper. You actually pay the fuel tax when you consume the fuel. Yes, the IFTA Tax return at the end of the quarter does it. You may be thinking you are saving money by filling up in IN OK MO GA because of the pump price, but when you pay the tax in states you drove and didn't buy fuel in the cheap fuel gets more costly. Do not pay attention to to the surcharge in states like IN NM KY you will pay that regardless of where the fuel was purchased. If fuel is purchased correctly, most people get a refund on their IFTA return. Listen to Kevin Rutherford's show and you will understand. HI KEVIN!

small little 20 truck outfits are fueling at Sapp Bros on a cost plus paying up to $.90 off pump price this week

Having your own authority, it does not matter where you buy, except as noted about Arizona. I also have a small fleet, we never fuel at the big chain stops, our local mom & pop type fuel stops have much better pump prices, about 30 cents per gallon less than the Pilots in the same area. I buy my fuel as described above, taking the tax rate off the pump price to figure the true cost of the fuel and then I am comparing apples to apples. I run mostly NY, NJ, and PA, buy most of my fuel in PA currently since there is a bigger tax difference and I end up with a rebate each quarter on my IFTA.

There is no penalty for not having the big receipts, just make sure the location name, city, state, and gallons are printed on the receipt, or if you use a Wright Express, Voyager, or similar fuel card the receipt doesn't matter because your monthly or weekly statement from them has all the info required to support an IFTA tax audit. Think about it, a lot of the big fleets don't even require their drivers to obtain a receipt, all they use is their statement from the charge account.
