Based on your home terminal time zone... But right at 00:00 you regain hours on your 70.

You can do the reset from 1-70 hours but no more.

The 8th day hours will always become available at midnight (home terminal time zone), no matter. Seems you're trying to make the 70 hour recap thing more complicated than it is.

You're not on eLogs? ELogs will tell you at a glance how many hours you'll pick up tomorrow (midnight) and the next day.

    Some examples:
Say you have 68 hours on your 70, so 2 hours remaining. Also say you get 12 hours back at midnight. You can log in and start working at 10:00pm. You can do a full 14 hour shift that way, as as while you have burned the 2 hours by midnight, you also get 12 back, so you can keep gong with no issue. Now say you want to start at 8pm. You still can, but you will need to take a 2 hour break sometime before midnight. That can work for you if you have a delivery in that time, but remember your 14 is ticking so keep that in mind.
In the first example you can work until noon, but you have to take at least a 12 hour break, as you will have no hours remaining on your 70 until midnight.

Never used the recap on my paper logs, usually don't haul from about noon Sat to Monday morning.
