I would say When brakes are HOT. Because they will got hotter when you stop and apply the parking brakes. I'm talking about when just going down a BIG hill. The brakes will get hotter when you park. If they are really hot like smoking. You could start a fire by getting them even hotter. I was told you can also make the drums out of round if they are super hot and you set the brakes and they cool with the Pressure of the parking bakes

Google is faster than we are.. "If your brakes are hot after coming down a steep grade, you should not use your parking brake when parking. Let your brakes cool before applying the parking brake or risk damaging the brakes."

Just a side note, this also means you need to stay in the #### truck until the brakes cool.

Book says V-Belt, Practise test says Gears or V-Belt. Confusing.
