Two thoughts, did you do a pressure test of the pump?

you may need to replace the steering box.

it don't matter how old it is, they become defective even if new. I had three in a row of rebuilts that were defective.

The pump pressure is important, you can buy a gauge, tee, valve and get hoses made to make a tester or bring it to someone to check, this is really the only way to see on the hydraulic end of the setup. Once you see what the pressure is, than you can rule out the pump as the problem and move to the box.
