Volvo 07 D12D swapped with a Volvo 08 D13

So I dropped an 08 D13 into my 07 that had the d12d originally.. everything looks beautiful with some minor fabrication...but.. I've got a crank, but no start..
Power everywhere..
Have the donor 08 D13's ECM VECM frame harness dpf stack and LCM ..all installed and hooked up..
Just can't figure out why it won't start... Any help would be awesome thanks..

 

Could possibly be the instrument cluster needs reprogramming, someone with more knowledge may help

 

Yes I have been told that it could be a cluster issue....really hoping with those years been so close 07/08
And being transition years new to d13....seems that my gauges work..at least the ones that should for a truck that's not running

 

unplug the dash cluster see if it starts
