You should know exactly what is going to happen here. This will turn into a cry for foreign labor to fill the shortage of American trucks. Mexican trucking companies (owned by American companies) will pass the emission laws and a flood of cheap labor will enter the US as in Mexican truck drivers..

create a shortage where there is no shortage....
So, nobody is going to suffer but the American truck drivers....
