Canadian MTO what a joke

Don't know what to do or say any more. Every time we get pulled over it's one thing or another.

We had a spotless record until a few months ago. Our company consists of 8 units.
Going back about 4 weeks one of the trucks got pulled over for inspection. During the inspection the company got fined for not having a working odometer. Driver made a few mistakes on the log book and got fined and put out of service for 3 days. Also we were warned about the missing rear plate. I explained to the MTO Officer that we keep losing the plates during the winter months. He told me I can mount the rear plate on the back of the bunk.

That weekend we replaced the odometer and mounted the rear plate on back of the bunk. Sat down with the driver and showed him all of the mistakes he made on his log book.
Drive did his first trip beginning of January. Fifty minutes into his trip he called me to let me know that the odometer stopped working. Great, lucky for us he never got pulled over for inspection anywhere. When he got back we replaced the odometer for the 3rd time.

Today the same truck came back from doing a Detroit to Montreal run. On the way to Montreal he got pulled over at the Windsor inspection station. Company got fined for no rear plates on the truck and driver for not filling out the log book. According to the MTO Inspector the information on the page regarding; truck#, trailer#, inspection time, date location was not filled out. I asked my driver if he filled everything out. He told me he did everything that he had to do. He even showed the inspector the information she was looking for. She stated that it was on the wrong part of the page. The information should be just before the vehicle inspection report not and not top of the page. She gave him a $110 fine.
We have been using this log book for a year now and according our previous inspection the log book is within MTO guidelines. According to her it's not.
Now for the rear plates. I drove to see the truck and there are the rear plates just where I placed it at the back of the bunk. WTF? I called MTO who told me I can fight the ticket. However I have to travel 400 miles to fight a $110 fine for no rear plates.

The good news is that the odometer works.
