Heck, NH has state-run liquor stores at their highway rest areas. If there's money to be made selling it, it's going to be sold. Responsible consumption is 100% on the consumer.
When I lived in OH, they had drive-thru places about the size of a Blue Beacon that was basically a c-store you didn't have to get out of your car at. You could buy a loaf of bread, a gallon of milk, some beef jerkey, and case of ice cold beer or a bottle of cheap wine or liquor. Brown bags were optional.
