2001 peterbilt 379 Detroit 12.7 60 series fan won't stop running.

Cat is a 99 with a 3406E 5EK. I pulled both lines supply line has tons of pressure. And I was getting air out of the port that feeds the clutch but maybe not enough?

 

When I took the line off going to the clutch it would not spin by hand.

 

3 sensors one two prong that goes to ECM and 2 one post sensors. One goes to the gauge and I don't know what the other single post goes too.

 

And just to add another wrinkle to this problem I've got myself into the coolant temp gauge stays below 100 degrees till I turn the truck off then it goes up and sits right below 180 like it's reading it

 

Yep which is why I was leaning toward clutch being locked up but wanted to eliminate everything
