Spray the soapy water where the tire meets the rim. Also spary it around the valve stem at the rim. It doesnt hurt to check.
When you work for a drop and hook mega, you thump the tires, check the lights and roll. That scratch just blends in with the rest of the expected carnage.
If you are talking about OOS as in CVSA OOS criteria, I'd say no. Here is the text from the 2020 OOS criteria. Now it does look like it could still be a violation, so still able to get a ticket. So yea, if it's a company wheel, have them replace it before use. From 393.205 §393.205 Wheels. (a) Wheels and rims shall not be cracked or broken. (b) Stud or bolt holes on the wheels shall shall not be elongated (out of round). (c) Nuts or bolts shall not be missing or loose.
As long as no air is leaking from the bent part you're good till you get somewhere. I've driven one like that to get home. I got it fixed before I went back out
To be honest, if I rolled with that wheel would depend mostly on where I was headed and what states I must pass through. For example, there is NO way under the heavens I would roll with that wheel during the CVSA safety thing, or in some states, we all know that can be "Richards" at times. Generally speaking, I would roll with it but my first chance I had I would get it replaced or fixed. Many times when I got to a terminal I wrote up a bad tire or wheel. Happens when your carrier uses a lot of junk AND a lot of green drivers that don't know how to stay the heck off a curb.
That first or top part of the reg pertains to the old lock ring wheels like this. They don’t care about bent wheels unless it will not seat tire bead and hold air or may interfere with or damage other parts of the vehicle.
Except 393 doesn't say anything about lock ring wheels in relation to getting a violation for a broken wheel. Oh, I agree it's unlikely to be an issue, but that doesn't mean it's legal....
