You mention HYDRO ONE so it must be in Ontario Canada , they have a minimum height requirement for all residential service lines crossing streets , if the line was below that min it should be their problem. Same thing happened to me 3 times over my career and each time the trucking company was not held responsible because the wires were too low. Some city inspectors not doing their job. Friend of mine drove through a residential section of Philadelphia and took at 3 blocks of cable TV and phone lines because they were too low. Nothing was done about it because he kept on trucking and didn't get caught.
yep, I followed an unmarked overheight load through a neighboring town one day and he took out every cable line in an 8 block stretch. Apparently, the cable guys were a bit lazy and hung every one just over 13' 6". He kept on trucking, I'd imagine the cable company bore the cost of repairing the damage. Of course this was years ago. today, with video cameras and social media you can't get away with much.
If the truck was legal height, and not in a restricted route area... it's on the service that owns the low wires. The home owners need to go after the power company. The power company should be eating this one.
It's hydro electric becasue all the power in ON used to come from Niagara Falls Gen station. Anyway, I've taken down three wires. Two were low so no fault to me. It's the homeowners fault for not reporting it. Even the third one was questionable. It was low hanging over a driveway (not the road). I actually pulled the pole down that time but the pole was so rotten it was about to fall down anyway....I barely touched it. I think I paid $1,000 or something for that. CALL YOU INS CO AND TELL THEM IT WAS LOW AND YOU DO NOT WANT THEM TO PAY. TELL THEM THE HYDRO GUY SAID IT WAS DUE TO WEATHER.
