Bus accident with illegal alien driver

He may very well not have had a CDL. Or a CDL of any kind. Or he might have bought one on a street corner..... Or, as you said, he might have bribed someone in the DMV office.
Every so often you hear about a DMV clerk getting busted with their hand in the cookie jar.

WA and I think FL will hire a translator at taxpayer cost to get an illegal immigrant a CDL. You see the big farms in eastern WA like their produce to not only be harvested by illegals, but driven to processor and to market by illegals also, because it is a job they cannot get a "white boy" to do. No "white boy" will drive a truck in eastern WA.

A little scandal about 10 years ago put a little kink in this work around of the FMSCA's rules. The Russian trucking companies out of Chicago were importing people and wanted to set them up in a white Volvo. So they set them up with a Spokane, WA post office box and sent them over to WA for a little CDL testing. Fortunately for them, the translators that the WA DOL hired were also good at CDL test taking and the examiners at the DOL were terrible at speaking Russian. So, the translators made a little money both ways, a lot from the WA taxpayer and a little more from the Chicago Russian trucking mafia. It took a while for the WA DOL to catch on, and it appears the Spanish translator was just as corruptible.

Oh, the tax-payer translator scheme is still handing out CDLs to non-English speakers. The solution WA legislature had for the scam was not curtail the tax-payer funded translator; the eastern WA farmers would have non of that nonsense. They need drivers; no "white boy" will drive a truck. The translator scam goes on despite what the FMSCA says, just now everybody getting a CDL in WA state must go to 160 hour trucking school to get a CDL.
