Do they exist? If so who makes one? All I can find when I search "dashcams with apps" is apps that turn your phone into a dashcam which isn't what I'm looking for. Looking for the ability to download from my cam to my phone. Thanks

The GoPro Hero silver does. The issue I had with it was the USB charging port on the side of it wasn't suited for constant use in a semi.
I use GoPro's quite a bit and have looked into using it as a cam. Seems like the issue you mentioned was why I didn't go that route. Really surprised GoPro does not offer a dedicated use dash cam. Their cameras are indestructible. I use mine in off road motorcycling and it's been rode hard and put away wet with no hint of so much as a scratch.
It also has a port on the back side to power it without charging the battery. I used that also and it worked great for a while. It kept the camera cooler than when using the battery charger constantly. Maybe I just got a bad camera because I really liked it when it worked but it wasn't reliable enough for me to use as a dash cam.
